What is Gibbs thinking?

He knows that the Mexican drug cartel, the daughter of the man he shot for killing his wife and daughter, threatened his father, and he apparently has done nothing about it. He gave not real warning, just a slight suggestion to go somewhere. So will she kill his father?

Perhaps, Paloma just takes Gibbs father hostage, while Tony and Franks capture her brother. That set things up for an exchange. It still doesn't explain why Gibbs would leave his father unguarded. It would make more sense that he had someone watching his father and waitingto catch Paloma if she appeared.
