money problems. need advice please

Okay, i'm going to try to explain this as best as i can. My husbend and I have been married for two years. He is in the Army and I stay home and take care of our 13 month old daughter. We are able to live off of what he makes each month but for the past three months things have been tough. We have gone through close to $3,000 from our savings just to pay the bills.
The problem is he doesen't know how to save money. He just knows that there is money in the bank so he is going to spend it whenever he wants to. Which is every couple of days. I have talked to him about this three or four times, but whatever i have to say just goes in one ear and out the other.
Example. Whenever I goes to visit my parents for couple of weeks he likes to go to the gun store and buy bullits for his guns. So when i got back home I showed him how much we had left in the accout that had to last us untill he got paid again on the 1st of the month. I asked him not to spend anymore money and even after he got piad not to spend any because we had over $1,000 in bills that we had to pay before the 15th.
Of course, he didn't listen. A couple days later he spent 800 bucks to get dual exhaust and a cold air intake put on his truck. His excuse is it's a one time purchase so it won't hurt us. well, it did hurt us and that is one reason why we are struggling now.
The other reason is because when he went out to the range with his buddies he decided he wanted to spend 565 bucks on bullits. And we had another 900 bucks in bills that was going to be paid a couple days later. I know it seems like a lot for the bills but that is how much it is. Over $2,000. Two car payments, $800 for rent, and two child support payments. Plus phone, electric and car insurance.
So I am in desperate need of some advice because talking to him just does not work. I talked to his mom about it because she took care of all of his bills for him while he was in Iraq and she said he has been doing this his whole life, even before he joined the Army. If anybody can help I would really appericate it. We have $9,000 left in savings, but at this rate that will be gone in a couple of months.
