Is kalutasan scam?

I need only 4 cent that i can earn anytime. As every time i can get there 15 cent. But yesterday i try to open the site and today. But it's not open. It's blank page. What should i do? Is it scam? Did i waste my time there? Please friend help me. Tell me anything about that site.

If it's still down after a week then it is a scam. I've been a member of this program for a week but I get tired of answering the questions posted and there's no payment proof posted so I thought earlier that it is indeed a scam.
