Is there connivance between COMELEC and SMARTMATIC in the Philippines?

After the recent election, allegations regarding the irregularities of automated election was raised in the House of Representatives. The hearing regarding this has been ongoing in the Batasan Pambansa, and several testimonies from different regions were laid in the House. As of now, the congress between Smartmatic and COmelec? Could they possibly do such?
