is internet path address or ip address going to change if i move houses?

am confused with this. others are saying somebody is using their ip address. isn't this similar to an id? i mean it only belongs to one place? and if i move residences and still accessed my ptc sites would i get banned because the ip address changed? would it change in the first place?

i don't think so..
if you are using a dynamic IP , your IP address will change everytime you connect to the internet cause dynamic IP is a service which give you the capability to use different ip..
but if you are not using a dynamic IP of course your IP will not change cause you just changed location, you will still be using the signal which gives you the internet service,
