You should verify the PayPal account for the reasons stated here, then at some point you should be eligible to apply for a PayPal Debit Card which you can use for purchases or to pull money out of your account via ATM Withdrawals. I use it frequently. Good Luck!

You will be able to receive payments even if your paypal is not yet linked to your bank account and you can make payments also as long as the amount you will pay will not exceed to the amount you have in your paypal account. The main reason why you must link your paypal account to your bank account is that you can withdraw or transfer your money from your paypal to your bank account. Another reason is that when you purchase something using your paypal you have a back up account in case your paypal money is not enough to pay what you purchase.

I think you will have to verify you paypal to make payments. You can withdraw though but there is a cap to it and it is really low. Luckily, you can accept funds though. It is best to verify your paypal account to make use of it more. And more people trust verified accounts compared to unverified ones.
