Actually toni, Paypal is not readily available here in the Philippines. But there is one way of claiming your money from paypal and that is through the use of a debit card.
Are you familiar with Smart Money? Smart money is a mastercard and VISA type of card. Avail one and verify your Paypal with it. Just make sure that informations provided are a perfect match. so that you may transfer your money from paypal to your debit card immediately. It is directly converted to peso so no worries. The only thing is the clearance time takes about 4-7 days case to case basis...
If still unclear or having any problems, just let me know through here...

You can go to your nearest Smart telecom center and ask on how to apply there and then for the smart debit card.
Just put some amount around Php 200 in you account because Paypal verification process will get a certain amount in your account once you used it, but the good thing is they'll just return the exact amount to you when you're verified.
Afterwards you may now direct your payments to your debit card. It can now be used in paying certain shopping or expenditures in malls for as long as the paypal money was already approved or a history is already there...
for further info just check your paypal account later on.

I have looked for a country listing at Paypal and there does not appear to be a complete one, or at least I did not find it. The logical approach would be to go to the Paypal site and register an account. If Paypal is not available in the Philippines then it should become apparent while attempting to register, otherwise you will simply be allowed to open an account.
