How come my 2 year old female shih tzu doesn't become pregnant?

I have a 2 year old female shih tzu my son bought her a younger husband more than a year old , but they dont mate, they are on the same cage. one suggest that you train and get a shooter. do i have to do it? any more suggestions .... pls..
