It can be really hard to mingle with all kinds of different people. Because you don't know them really well at first and maybe they will wind up rejecting you. The secret is to keep on trying even if they don't like you and maybe you can make friends with someone else. Communication is always the key to making good friendships.

frankly, one cannot increase public relations, in the real sense of the profession. what you may be referring to is person-to-person relations, especially when you mentioned foreigners... in the matter of rejection, work on acceptable ways of relating to foreigners... for one, get some working knowledge on their country, people and traditions, including their culture of course... that's for starting and developing a friendship... in business, there is some specialization... in romance, there are also tricks that can be used... on a case-to-case or nationality-to-nationality basis... good luck... it seems, everything got frozen....

Every experiences rejection from time to time, it is better to focus on acceptance though.
You increase your public relations by smiling, keeping your tone level, and just talking naturally about things that interest the person you are talking to. How, by asking questions.

Well, like everyt where you go and live, you must be careful who you open up to. Still it does not cost much to say hello and open some small conversation, as long as you know the limits then you can always talk to people. I think if you would like to expand your social circle you would want to approach a group of people based on your personal and professional interest. Stay focus on what you like to do in life, cause its likely you meet people in that same arena, who share your similar interests. There are many social groups for every aspect in life you would like to join and be part of. This I don't mean online, I mean decide what you like and then search them through your academic venues, and chamber of commerce, local to your city. Some require membership dues to be part of them. For example association of... ie. dentists, or nursing, or electricians, you know?

I have friends around the world, some i have met in real in international seminars and workshops, some in net in different sites, i always do some resech about their cultures, i try to follow and behave accordingly, the basic key is politeness and welbehaved..
