Freedom of Information Act

Yesterday the Philippine Congress are fighting regarding this Freedom of information act, because the speaker of the house had block the approval of this act, anybody has an idea regarding this Freedom of Information Act?

Freedom of Information Act is a bill that will allow citizens of the country to have
an access to different documents of the government. Once this bill had been ratified, signed by the President and implemented as a law, we can see and observe how transactions are being done in different government offices. This law applies not only to certain group of people but to the whole Filipinos. We truly deserve this law. It is all we need. It is a vote for transparency, democratic participation, accountability and good governance.In fact, it must be implemented for the benefit of its citizen. Once Freedom of Information Act is ratified, it could help not only the incoming president but also future administrations to eradicate corruption.

I think this is for the best why is it majority of the filipino don't like this, what they are afraid of?
