hwenever i start a new discussion or answer someone quest this no. (46) increase what is this no. is this is my level will it effect my earning when 46 would goes to 460 or something like that

This is sort of like you skill level on MyLot. It shows how many discussions you have started/responded too. I'm not sure if it affects your earnings or not.
