Ptcwallet.com offering 0.1 per click in add and 50 % reference earning also they offer 1 $ for every sign up. is that scam ?

It is a scam.I reached payout waited for more than a month and didn't receive my due.My friend completed the payout amount waited till he reached the payout amount the second time without being paid.He then quit.If you want to sign up you are doing at your own risk.
