Easy ways to reduce dependance on petroleum products

I would like to the US and Canadian governments enact a few simple rules that will increase fuel efficiency and lessen dependance on oil products. None of these require any research and development. 1. Re-institute a national speed limit, 60mph in the US and 100kph in Canada. Lowering the driving speed of a 4-door sedan from 70mph to 60mph will add about 10% to fuel efficiency. 2. Limit the weight of passenger vehicles. The weight of a vehicle accounts for about 70% of the fuel usage. 3. Limit the horsepower of a vehicle. The modern Ford Taurus has the same horsepower and acceleration profile of a 1970's muscle car...ridiculous.
