It depends on the person or organization providing the scholarship. Sometimes government provide scholarship on the basis of their performance of their board exams, sometimes if his either parents are in government service. Sometimes individual organisations such as TV, or newspaper owners by conducting some talent search exams etc.
By the way it should be a pleasure to tell you that I am also studying in B.Tech. course in my college at a waived fee. I just have to pay Rs. 8400 instead of Rs 48000 due to my good rank in entrance exams. And its delightful to have things like this.
Happy myLotting!

be a valedictorian or top of your class, study hard. Also, there are some scholarships offered by the government, inquire on your friends or pals that have connections about the government.

I think it's quite easy and clear. If you study hard and get a high mark among your classmates, you are more able to get the scholarship. In my class there is girl who got scholarship as many as 12,000RMB last year. But the cost is that you have given up many opportunities to develop yourself besides the study. So I suggest that you should balance the cost and benefit.

do your best in school. Look at the bulletin board for info or ask the school administrators. there are lots of things. but it depends on what level you are right now and the location because some government officials give scholarships too
