What define a great photo

What actual define a great photo, or put one photo above the rest?
If you have the time to go through Irving Penn works you will wonder that all technique that concern to much about technicality of photography will not mean a scrap.. sorry to say this but that's the truth.. tell me if i'm wrong.
A single great photo will have a thousand story, waited to be told by the eyes who see it. Even a portraiture photography with single subject in space have the thousand expression to be told for each line in the face of the subject.
Do you agree if I told you that u only have to master 3 things in photography. 1- Aperture. 2- Lighting. 3- Lines
Still I could be wrong, but a great mind will create and others just followed.

to me, a great photo is a photo that manages to engage the viewer. a if the photo can be intriguing and questioning, while being able to enlighten at the same time.. sounds contradicting, but it's my personal view as a photographer

A great image is one that you will look at over and over again. Many images you will glance at, and they maybe good but a great image will require more than a glance.
That said what determines a great image also depends on the person looking at it, landscape pictures maybe beautiful to some because they like that type of pictures, to others the subject maybe boring.
Every person has the ability to create great pictures just the professional or serious amateur can great more of the them. Basically because they are looking for them. I have been a professional photographer for over 25 years and I have seen some great pictures taken by people who barely knew how to use a camera.
Sometimes a great picture is not what we create but a gift... maybe from a higher power.
