Is Bidvertiser a scam?

I have recently created a blog and put bidvertiser ads on it to earn revenue for the work I am doing, but bidvertiser does not seem to pay even when clicked. I have a tracker for my website that says if someone clicked a page or what they did, and I saw that someone clicked a bidvertiser ad, but I do not see the money on my account. Does it usually take a long time for bidvertiser to process this or are they just a scam. Comments welcome.
