Relocating to CA

I'm thinking about relocating to CA in 2yrs. Im an artist and I love tropical weather. I gathered the state has an appreciation for the arts, (major plus for me) and I want to be in year round warm climate. But Im not sure, the best city. I currently dont know any one in CA or from CA at the moment. In general conversation with one I came across who was visting my city, I was told West L.A maybe a good choice... Im still researching.. but I need more info.. Any way one have any leads?
