Is it posible to train a dog to use a litter box and dose the potty patch work?

Ok this is kinda two questions. I've always loved dogs too, and I'm thinking of getting my first dog after I move into a house, just a little one, but I know dogs like to poop anywhere even inside thats one of the reasons I haven't got a dog yet, because they usually have to be walked outside in order to go do there business, and it can be dificult to train a dog not to use the floor as a toilet. Anyway I'm not sure if any of you know about this floor mat called the potty patch its been advertised on TV it has fake grass on it to fool dogs into thinking its like the grass outside, so they can go potty inside. it looks sort of helpful but dose it work? and can dogs learn how to use a litter box or not?

wal-mart sells pet pads that look like grass and cost about 40 bucks, maybe a few dollars more and you use that like a litter box then pick up the poop and hose out the tray, works well. at least for my dog, i have a yorkie and live in florida where it hot during the day and i dont let him out because of the heat, he uses the fake grass all the time, when he was a puppy and went on the floor i just told him no! and put him on the grass patch and within a few weeks he was using it, but you have to keep it clean as it doesnt clump up like a litter box. msn news the other day had a person on who's dog uses a litter box so i guess that would work also.
