Is bidvertiser cheater?

It seems that evevryone can join bidvertiser if you have a blog or website in English.It's so easy to join that I have to doubt wheather it's a spam site.As we all know,our site or blog must be audited before we can join goole adsense.That's what bidvertiser different from adsense.What attracts me to join is that the minimum payment is 10$ and is paid through paypal.It says it will paid once a month.So myloters,my question is that have you been paid by bidvertiser? And when it paid you?

if you would see, there are similar topics, calling this bidvertiser a scam.. I have not verified them, though...
but, ... I presume, this is sponsored by yahoo. so, it should not be a scam.
as you don't need to spend any money upfront, you better try this. and, then you will know.
