Is Earn.bz a scam site

I would like to know if Earn.bz a ptc site is a scam site. I have been using the site as a standard member and reached the minimum payout amount. However for the past 3 weeks when I go to the site the web site only displays a message saying servers are upgrading will be back shortly. Is the message legitimate or is the site closed for good. How do I get my payout amount? Thanks in advance for your response.
