Water in moon's minerals

i found it really interesting when scientists found that moons minerals may have at least 100 times more water than previous indications.scientist at the Carnegie institution's geophysical laboratory estimate that volume of water molecules locked inside minerals in the moon's interior could exceed the amount of water in the great lakes on US border that holds 20% of Earths surface fresh water.it is also said that water is native to moon.they have also found that minimum water content ranged from 64ppb to 5ppm

That moon base has to be international, or else "The 2nd Variation" would be a rather accurate prediction.
