Rent referrals on PTC is a problem, who has the good idea?

I rent many referrals on ptc , but most of them are inactive ,so i recycle them.
but the new referrals are often inactive. this make me to crach.
who has the good idea?

try to avoid rent referral. they are very risky and a chance to lost the purchasing money. i did loose once, there after i gave up to purchase rent referral.

I don't rent referrals, i think they are bots too, if i can't talk with them and don't know who they are, so they are bots. Only direct referrals for me now.
