What can you do if your neighbor has it in for you?

My friends have a neighbor that just wont keep to his own buisness. He has made it a pointe to monitor thier house on a 24 hour a day basis. Is this even legal?At night he has a flood light pointesd at thier house lighting it up like a frickin christmas tree! They are not drug dealers but they play muisic and have alot of friends that stop by and jam from day to day. This guy just wont quit he keeps a log of all cars that stop bye and even takes thier plate #'s.How might one put a stop to this sort of intrusive behavior? Any advice will be appreciated.
