i think, it is not mandatory to get verified your paypal account. But, i really recommend you to verify it because you only can use $100 /month from your account if you don't verified. Besides that, you can't take out your money or stay intangible if you don't verify it.

if theres no way for you to verify your paypal nor dont have option as your country is not supported with it then theres no way for you to withdraw the money to your bank to personally use it on hand, maybe you can use it to send money to co paypal members nor shop online or received monye from anyone else including payment of course from different site you joined but you cant withdraw it.
