I think that it depends on how far the USA get. I think that if they get to the semis or even the final then he might make a visit and watch the match live.

I am not sure the answer yet.
Firstly I don't think soccer is so popullar that the president Obama will fly to see the games himself,although the previous president Clinton has gone to see the competition already .There are still quite a lot issues for Obama to deal with right now,so his individual spare time probably will be left quite little .On the other hand,I am not even sure that whether Obama is fond of the World Cup or not at all.But consider it in another way,it is exactly a unique chance to improve soccer in America without any doubt,right? So Obama maybe will show his supporting attitude to soccer so as to stimulate the development.

No, he wouldn't. He is not of the presidents that are interested in football. He'll be there only if his reputation depends on that.
