I am a self taught Photoshop user, and I earn a little money with it. I can edit photos like putting a persons face to some other known characters, restore old photos, change the background, make logos, enhance muscles and other basic stuff. But how can I tell if I am qualified to be a graphic artist? I wanna try out online freelance jobs but I don't know if I can qualify for them.

Really the only way to get freelance jobs is to apply for them. It may help if you have a website with portfolio and, perhaps, some tutorials. Sharing your expertise is one very good way to gain credence. A good practitioner cannot necessarily write good tutorials, of course, but a good tutorial is ALWAYS the product of someone who knows his/her subject well (and who is therefore likely to be an expert).

How will you know if you don't try? you have some skills and talent, you just need confidence. If I have that skills like you do, I would definitely try out some online graphic jobs, too bad I don't have knowledge with such. Go for it man! there's a lot of work waiting for you, just go out on your comfort zone and show them what you got.
