They Want To Charge Me Extra Because the Phone Exchange is Full!

I just contacted a broadband provider to change to them, because their prices seemed brilliant, as well as the data allowance and speed being faster than my current provider (plus, I've been using a dongle, and they're a MASSIVE rip off!).
The guy told me that since my local telephone exchange was full, I would be charged an additional amount each month. He then said the extra charge would be £15! It's almost the same as the charge for the services I want, so basically doubles the amount I would be paying.
So I said thanks, but no thanks, but then went looking online to see what I could find out about this, because I've never heard of anyone being charged extra for something like this. I can't find anything online at all, and I was wondering, does anyone out there know anything about this? And is there anything I can do about it rather than paying this extortionate extra charge per month?
