Is cultural heritage sacrosanct or not?

Japan and Norway have whale hunting, Spain has bullfighting-they claim that these activities are part of their traditional culture. There are probable numerous examples from around the world where others-individuals, regions, or countries, object to people carrying out activities which come under the heading of 'cultural heritage'. Is cultural heritage sacrosanct or do outsiders have the right to dictate hwo people celebrate their past and their culture?

I don't like it, since it is harmful to the animals. Fot bullfighting, it is about may cultural heritage and spirit of Spain, we can not only say right or wrong. But whale hunting is only for eating,sgainst it.
