What is the best way to keep peace?

Which do you believe is the best way to keep peace among the nations of the world.Do not have any weapons and army at all,or develop weapons so powerful that the leaders of the countries won't even think of starting a war to manage to prevent the "onslaught" that will kill every person of their countries,which means develop so powerful weapons that each country will fear all the rest?
