problems with PhilHealth

Ive been working for how many years already, and since I started working, I've been religiously paying for my PhilHealth. For members who are not Filipino, Philhealth is a government medical insurance thing. When you really think about it, I do not have to pay for that because I have my own medical insurance. But still, as a citizen of the Philippines, I still pay every month. Now this is what happened. For about a year, I stopped working because I had to go back to school to finish my studies. Since then, I wanst able to pay for my PhilHealth anymore. Last month, I had to undergo surgery. The surgery was covered under my personal insurance but under the new policy of my inssurance, philhealth will shoulder a small percentage from the total bill. I called philhealth to ask for the form the hospital was looking for that I had to fill up. Guess what Philhealth told me.
They said that they wont shoulder part of my bill because I stopped paying. Foe heaven's sake! Ive been paying more than 100 PHP every month for 5 years! Thats roughly about 7000 PHP. Within that 5 years, I never got sick nor was I hospitalized that required them to shed out money. Last month was the only time I asked for help from them and they wont beacuse I stopped contributing! So what happened to the contributions I made for the last 5 years?? Is that just THANK YOU????
