Is gagabux a scam?

Dear Myloters, I am going through some experiences with well acclaimed PTC site gagabux which I feel essential to share with those who spend their valuable time clicking in hpe of some earning. Gagabux claims that they pay out instantly as soon as the member reaches up to $2. This $2 payout was for all according to there rule. Now I have earned four dollars and tried several times to cash out the money. Whenever, I try to cash out they give me message that this (cash out)is only for upgraded members. This means they don't (and wouldn't) pay to standard member. Then why they allow to standard member to join, if they are not willing to pay them. Next time they can change the rule according to their requirement. Now I have come to this conclusion that gagabux is a big scam. any one willing to comment on my experience are most welcome.
