NFL expansion - will it happen? If so, in which cities?

Being from the UK I don't get the wall-to-wall NFL coverage the States has, so my knowledge is not great on this. I'd imagine the NFL desperately want Los Angeles back in the fold, but other than that, I can't think of anywhere else that would be a prime expansion target. There was a rumour several years ago of Mexico City getting a team (due to travel time for teams like Arizona) - is that now dead in the water? I would pick Las Vegas, but I read a magazine article (possibly Sports Illustrated) that makes the city out to be something of a graveyard for pro sports teams - it seems everything that's been tried (Arena football, minor league baseball) has ended in failure. Finally, I suppose the Arena League cities are too small to support an NFL team? On another note, if the NFL wanted to move into new areas, but keep the league at 32 teams, which franchises would get the chop?
