First thing would be what to say. This would include considering, who you are talking to, what relation you have with them, what is the subject to be talked about, where this talk is supposed to happen, and when it is. There are more things to consider regarding talking in public.

That's a good question. Speaking in public is not easy and not too difficult. First you should think about the subject on which you are going to speak. Then, take as much knowledge as possible on that particular subject. It is good to have the points drawn one after one in order on a paper and memorize them. Then there should be a line or two about the conclusion of the speech. You should be very confident and stick on the particular subject. The good loud voice and clear pronunciation is a must. as sanjani said, people to who you are speaking is the biggest factor. you should have an approximation of what kind of audience you are addressing.
if you addressing students, then include some numerical data. if u are addressing working groups, try avoiding numerical data and concentrate on statistical data. statistical information conveys situation easily also make audience feel your credibility.

I think the first impotant things is the subject and content,you may need to guess if it's anyone is unintresting in it and be patient to think about the sentences,you know sometimes is sounds like very boring when we are auidience. And another most important things is CONFIDENCE,otherwise I think you would stumbe when you are in front of number of listeners.Hopefully this can help you some
