i cant think of any reason why you entered it wrong twice, perhaps once but if twice then it means theres something wrong already and the system automatically detects some fishy things happened thats why. you can contact paypal and tell them your problem, lets see if they can help as they are the only person who can help you with it.

you should probably contact paypal and tell them about what happened. The fastest way would be to call them. To call them you have to login to your account and call the number for your country they have and enter an ID number they give. I was going to give you the number but then I discovered this fact and thought it would a little useless to do so.
