Factory near a community?!!

Recently it was announced in our local newspaper that a cement factory is going to be opened near our community. And all of this has given rise to mixed responses from the society. Some say that it may harm the environment around and such factories should be built on the outskirts. Some industrialists suggest that it will help in lowering the cost of construction and other stuff.
What do you think are the advantages and disadvantages of building a factory near a community?

Living in a community with some factories around us I would say it hasn't really affected traffic or environment. I guess it depends on the factory. One time they opened a maneur company several miles away but it brought flies and a foul smell every evening. It was the worse year after that company was erected. The community had to raise complaints to the city about the factory. It took a few years to have them relocate. We just had a soda pop company open up this spring and it brought new roads, jobs, made the city look better. We already have a cement factory near us and it used to bring smoke in the evening but they got that under control with citizen complaints.
