why friends giving very bad pictures to profiles

YESTERDAY I SAW ONE FRIEN REQUEST BUT I WAS SHOCKED,WHAT IS THIS we have limits to ..i dont have accepted it because he is giving his inner one with his profile photo so many internatioal people on here is it manner whatever we can do i dont think it is good please friends give me to avoid such ones allow only decent atleast in the photos know
