I had only one famous disabled filipino to be mentioned, Just like "Apolinario Mabini" he was a filipino hero that has a paralytic condition. I hope it's right.

Isabela Governor, Grace Padaca. The famous blind singer before, i think his name is Willy Garte. Hope this helps, try "googling" it, you may find some more.
