Which ad companies offer free credit for signing up?

Please I really need some help. I found some information on the web about Yahoo, miva and others offering up to $25 free credit when you sign up for their PPC advertising program. I went to their sites and found out this is either false or they have stopped doing it. Does anyone know where I could get an advertising company which offers free advertising credit when you sign up? Preferably up to $15 free advertising credit pls drop the websites below. I really need this.
