How much water is a toddler supposed to have?

So, me and my mom were talking about this last night because my daughters going to the bathroom and her bowel movements are not looking healthy. She says that she (daughter) is not getting enough water. She drinks milk, juice, and maybe take a sip or two of coke when I have it, and she drinks tea. She drinks water more when my mom is home than when she is with me. I've been trying to drink more water because I've been told by doctors that being dehydrated i can have muscle cramps. So, I'm trying to kick the habbit of the caffiene or the need to have the caffiene. i know it's good for our body have a variety but this was my concern. we know that we are supposed to drink 4 8 ounce glasses of water or possibly more each day. All in moderation is what I've always been told. Now, my question is how much water are babies and toddlers supposed to have. She starts school in august and so I won't be able to control what she has at school, but they do milk, and juice, and sometimes a special treat. Now, at the elementary school I'm not sure what the offer. I don't like the flavored water because it's nasty to me. I've tried the powerade drinks that are ion flavored water and I don't like them. So any advice?
