If you're already getting the best speed out of your subscription you can't do anything. However if you don't download tcp/ip patch and set it up correctly for your situation, this optimizes your internet speed.
Other than that there is not much more you can do but buy better internet and wait until your country's internet infrastructure improves so that internet becomes cheaper and more reliable.

Hi there,
You said it's bad ... so what bad ;) more info guy. I think that in this situation, you should call Customer Service of the internet provider and complain as much as possible, talk to them in the serious and strict manner (Never use bad words and talk too loud) they will help you.
Good Luck to you.

I just have a normal internet connection...
It's data rate is 2Mbps..
We are paying heavily for the internet in our country comparing the developed countries..
U could look for other ISP who is providing a good internet speed in your place, now days there are lot of ISP's available ..offering more..try to pick the best provider and stick to it..

Nothing can do to increase your internet speed. We may only the page loaded faster by reduce imagse quality of the page. By reducing images quality or resolution of images, size of the loaded page will be decrease and result in speed of loading. I usually use Opera with turbo feature as my browser whenever my internet connection going slow. By activating turbo (turbo on), Opera will automatically reduce quality of images so the page will loaded faster. By doing this, we also save our resources especially if you internet based on volume since the size loaded for every page become smaller.

If you can afford a better bandwidth, upgrade it. Nothing is borer than waiting for a page loading slowly.
