I'm from Cebu. Cebu is particularly large. It basically is composed of four cities. If you are going for Shops it is primarily located in Cebu city itself. The malls are particularly located in the center about P75 taxi ride from each other. For bargains go to colon st. the oldest street in the country. You can visit the magellan's cross, the basilica de sto nino, the fort san pedro, they are near the Cebu city hall. If you want to go for beaches (which the province is known for) is located in Lapu-lapu city. It depends on your budget. there are cheap accommodations in the area. You can go bird watching olango island. October is a good time where migratory birds starts to migrate from cold countries. Nightlife are many in AS fortuna street in Mandaue city. Also In mango street, Lahug near the IT park in Cebu city you can dine in these areas. There are cheap resto's as well as not so cheap. I guess these are the things that comes to my mind for now.

Try hukad, the golden cowrie, chikaan That is in Ayala terraces outside the Ayala mall. There is also Golden Cowrie in Robinson's. You can also go to AA's in lahug it is quite cheap there. If you like lechon (roasted pig) cebu is known for this. You can eat at cnt infront of SM. but cnt is known but the best tasting. the best one is alejo but it is in Labangon, you can ask the taxi drivers for that. If you like barbecues that are cheap go to larsian's (a barbecue complex) that is near the fuente circle. I also like casa verde, in IT park but there main is in ramos street.

Oh I've been to Cebu for a quite a long time already. I no longer dont know what's in and out in that place. That place is not that big so you wont get lost. However if you dont know how to speak the language there you might be in trouble. A lot of vendors will sell something on you. Just watch out.

Cebu city has a lot to offer, since it is the oldest city in the Philippines you should expect to see some of the buildings are very old. It is full of historic places and since it is the first city where Catholicism spread so there are lots of beautiful, big and old churches in Cebu. There are also a lot of nice beaches there, in fact it's very accessible if you want to go to Boracay the country's most famous tourist destination and ideal for honeymoon. But the thing is you to be careful in roaming around Cebu because there a lot of bad people who will intentionally steal valuable things including the jewelries that you are using. But rest assured your visit in Cebu will be a lot of fun.
