I'm very mad, because of limitation

Today i decided to buy some things from a chines website for different kind of stuff. Payed with paypal and they limited my account again. Now they are asking for my card number, and if i don't write it, i can't log in my account.
My problem is that i forgot my pin while ago and i needed to make another bank card, connected with my bank account. So both cards - the old and the new are with the same account. I don't have the number of the old card.
So my point is that paypal make me problems all the time. Limitations, investigations, bullshits and other stuff.
What about your opinion for paypal?

First off,that is not pay-pal,they do not ask for any personnel information.
If you cannot get into your accound,phone them,they will be happy to help you and they are very interested in finding out who sent you this e-mail.
It is a scam,phone them.

It was not scam. When i saw that mail i tried to log in my account. When i wrote my username and my password, they wanted from me to write whole number of my card.
I wrote the number today, but that's not the point. The point is that i always got problems with them. My account is premium and it's verified, that means that they don't have to put limitations and don't have to investigate every payment i use my paypal for. Premium accounts are for buying stuff and for receiving money.
When i logged in my account today i saw that they have opened dispute about my ordered stuff and the payment i sent to the website where i want to buy that stuff from. So now they wait the other site to write them that i have ordered this stuff, wrote this paypal and so on bullshits.
This are my money, i can do what i want with the money, i'm not so stupid to give my password to someone or to let someone order and pay with my paypal. If someone have used my paypal for payment, that must be 90% sure it's me. If it's sure, they just have to ask and we will clear the deal. But there is no need all the world to know what happens with my payment and with the stuff i ordered from this website.
