Start by becoming a foster for the local Humane Society. They can set you up with all the dogs you wish to care for and will be responsible for all of the expenses. You just want to make sure you are working with a no-kill shelter. Often if they have enough room and people to foster, they will take dogs/cats from the local pound that would otherwise be euthanized.

You could talk to the pet shelter and to the Humane Society and see what they can do to help, or if they can give you tips. You could put up flyers in the local grocery store, or at the neighborhood clubhouse for donations as well. You could also do so at your local library, and see about holding a meeting their for anyone else who would be interested in being a volunteer at the facility you want to open up. I know of someone who owns a kennel but don't know them personally so can't tell ya all they did.
