I don't understaind how someone can hurt a pet

My family and I were looking in the pound for a dog to join our family. someone in the pound told us about a pit bull that 3yr's and is great with kids and is trained already. But he is in a foster home so we would have to go there to see him. So we went to these peoples house to go and look dog to see if he would be a good fit with us or not let me tell you i wonted to die when i saw him. He has a scare on his back leg a cut on his front leg his skin was all dried up and pink and you saw his bones.so i asked the people what happen to him she told me she gives him baths in tide with bleach laundry detergent and how she keeps him in his cage 14 yrs doring the day and then she takes him out for 1 hr and then puts him back in the cage. so at this point I am like holey cow. so I call the dog over to me and he crawls to me and I'm like ummm ok then she tells me she doesn't allow him to walk around the house that he has to crawl or sit in the corner of the room. So at this point I am thinking if he is not a good fit for my family I have to take him out of here and I will find him a much better home. well needless to say he is an amazing dog we named him Rocky and now he sleeps in bed with me and my husband now and he runs around the backyard with my son we are still trying to teach him what dog toys are and how to chew on rawhide's and dog treats.
