bank account is linked to alertpay

if my bank account is linked to my alertpay, and my alertpay has no funds in it, can i still purchase online that accepts alertpay as my payment processor? will it use the funds in my bank account? does it have any fees if possible?

This facility is very much helpful to non U.S members,particularly Indians are feel it is a significant step towards online banking system.But surprisingly alert pay competitor pay pal changes to old alert pay system from 29th of this month.Really it is a challenge to send money of user bank account.This decision will make no.1 in online web bank system.
