Did the MOB really rule ROME and the World?

The epic story of the movie "Gladiator" revolves on the story of a loyal General who turned gladiator and ruled the mob. One of the senators in this film said, " If you rule the MOB, you rule Rome, If you rule Rome you rule the world..". In the Coliseum where the gladiatorial games are held, the Mob refers to the crowd where the Emperor appease... at the end of each match the emperor decides by thumbs up and thumbs down on the life of a slain warrior to assert his rule but the truth is the Mob really influences the emperor's decision which he tries to appease. How does the autocratic empire of Rome be dictated by the MOB? In the modern days, where the majority rules in any democratic state.. Can the MOB really rule? What are your thoughts on this?

yes it is true that the mob or people rule the world but there is no godliness in them these days. there must rise a hero to unite all people that's what the movie gladiator is all about and the same goes for earth and the universe. i hope i ve answered 1% of your question
