Not necessarily so. In order to be a good advisor a person needs to understand the information received, has an analytical mind, patient, does not look down on other people with personal problems, is fairly eloquent, and is neutral in everyday issues.
There are people who listen, but do not really understand what they have heard. Listening skill involves more than just hearing something.
Without an analytical mind a person may be unable to see deep inside a problem.
An advisor needs a lot of patience because those who need advice may take time to understand and digest the advice given to them.
Looking down on other people is one sure way of giving the wrong suggestion.
Any words given should be easily understood. Beating around the bush has many drawbacks.
An advisor should take a neutral stance, otherwise it can worsen a situation.

No, not all good listener are good adviser but all good adviser are are good listener. but I believe that both are equally important. Some people need only to vent, thus what they need is a good listener.
