Perhaps he is be discriminatory in a certain sense, however, I think I can see exactly where this person is coming from. Black people are typically able to trace their geneology to Africa and what the person is saying is that the black people that live in England aren't geneologically from England but rather from another place. The reason that there are black people in both the United States and in England is largely in part to the slaves that were transported to those two countries during the times of slavery.
