high pressure oil pump prpblems which effect starting

the check valve in the high pressure oil pump allows oil to leave the resovoir and the truck will not start. you can remove a top plug on oil pump and fill with oil and truck will start. any ideas on what causes problem have replaced check valve and even entire oil pump.
