24hours a day. How many times are freedom for ourself. One word"the discretionary time" probability it sounds strange, but people knew "the discretionary money"well. The definition of "the discretionary money"was the money which deduct tax and insurance from the personal income. In the words, person can use part of money freely from the income. Use this view on the personal time, to create a word"the discretionary time". If "the discretionary time"means the time remove sleep time, work time and time on the way to work. That person can freely use the day time. From this , the time on the way to work is unfree time. Indeed, for many people rush hour is inevitably and no choice for yes or no. For the person who work in the company the time on the wya to work is a part of work, is must be tight as before and after working hours. And hence the mean that time was belong to work time. From this sense, time on the way to work is not individual freedom and it's not free time. However in this unfree time that many people can have a lot of discretionary manner. Such as send massage on the platform when you are waitng for bus, take breakfast, reading newspaper,browse e-zine or talk with friend or colleague on the bus.
